Maple Heights City Schools is pleased to welcome Connie R. Baldwin as the district’s new Treasurer. A veteran financial leader in public education, Baldwin brings more than two decades of experience in government fund accounting, cash management, and strategic fiscal planning.

Throughout her distinguished career, Baldwin has built a strong reputation for fiscal responsibility, transparency, and service-driven leadership. She has maintained a spotless audit record for over 20 consecutive years. She is known for her ability to manage complex budgets, levies, and long-term financial strategies with integrity and precision.

Most recently, Baldwin served as Treasurer and Chief Financial Officer for Rootstown Local Schools. There, she oversaw a $20 million annual budget and led initiatives that resulted in significant cost savings, including a district wellness program that reduced insurance premiums by more than $450,000. Her strategic leadership helped the district avoid fiscal watch status through thoughtful budget reductions and collaborative negotiations.

Before her work in Rootstown, Baldwin served as Treasurer for Rittman Local Schools. During her tenure, she led the issuance of $18 million in school construction bonds and tax anticipation notes, directed the construction of a new $9.5 million elementary school, and guided the successful passage of a 9.25-mill emergency operating levy.

Baldwin is a certified School Treasurer through Ashland University and holds a Bachelor of Science in Accountancy from Case Western Reserve University, where she graduated cum laude. She is a graduate of the Ohio Association of School Business Officials (OASBO) Leadership Academy and currently serves as a mentor treasurer through OASBO. She has received the Ohio Auditor of State Award for 17 consecutive years in recognition of her consistent excellence in financial reporting.

Known for her clear communication and collaborative approach, Baldwin has extensive experience presenting financial data to school boards and community members. She is well-versed in financial systems, forecasting tools, and compliance reporting to state and federal agencies.

As she steps into her role at Maple Heights City Schools, Baldwin is committed to supporting the district’s mission through sound financial stewardship and a continued focus on student and community success.
